Recently, National Development and Reform Commission has updated the "Industrial Structural Adjustment Catalog (2024 Edition)" (hereinafter referred to as the Catalog). The development of intelligent sewing machinery and key components is included in the catalog.
The Catalog aims to promote industrialization, strengthen China’s capacity for manufacturing, quality-improvement, cyber and digitalization, speedily establish a modern industrial system, propel the manufacturing sector to be tech-savvy, intelligent and environment-friendly. It’s also committed to consolidating the advantages of cutting-edge industries, accelerating the revamp of conventional industries, and expanding the advanced production capacity so as to continue the supply-side reform. The Catalog consists of three categories: encouragement, restriction and revocation.
Among them, "intelligent sewing machinery (using advanced technologies such as digital control and intelligent sensing) and key components" are included in the catalog to encourage light industry, and "digital, networked, intelligent clothing and home textile technology and equipment" included in the Catalog as well to nurture textile-related application.
It is reported that such nurturing and encouragement catalog promotes economic and social benefits, enhances technological innovation, and facilitates high-level self-reliance. It is also conducive to industrial relocation and concerted regional development, conservation and well-planned use of natural resources, and carbon neutrality.
However, "lock-stitch sewing machine with a maximum speed of less than 4,000 stitches/minute (excluding those for thick materials) and overlock sewing machine with a maximum speed of less than 5,000 stitches/minute" are categorized into restricted products.
The Catalog, originally published in 2005, has been revised three times respectively in 2011, 2013 and 2019. This time it’s re-oriented towards promoting high-end, intelligent, and green manufacturing, consolidating the leading industrial positions, breaking down security-related barriers, and building an efficient platform for the service industry.
