Dalian Z28 Fashion Silicon Valley is located at the intersection of Zhen Gong Street and An山路Road in Shahekou District, Dalian City, about 40 meters south of the intersection, with an area of approximately 13.79 mu. It was formerly the Dalian Knitting Factory renovation project. Its main business includes technology research and development, inspection services, equipment services, information network, training services, brand promotion, and foreign trade services.

The Phase II Fashion Creative Release Center (Dalian Fashion Creative Release Center), put into use in August 2010, provides services such as new fashion product releases, fashion trend releases, fashion car model sales, professional fashion conferences, and wedding ceremony and etiquette professional services. It also offers a press center and photography studio for industry media.
